1998 Ford KA headlight bulb / fuse?

1998 for KA, have replaced the headlight bulb for a new one and still does not work plus the bulb that was taken out filament looked fine. And fuse 9 on the box blows every time the ignition is turned on with the headlights thinking this might be the headlight fuse. What can i check?
