Bad Belt Tensioner and Idler Pulley or Power Steering Pump?

So I have a whine that goes with the RPM and I've seen a video on Youtube of a Ford f150 with a bad Idler Pulley and Belt Tensioner showing the exact same behavior. I am considering just replacing those two things right now, my power steering pump seems to be functioning okay but has issues with binding at times; but it's never been hard to turn.
Added (1). He then replaced the Tensioner and Idler Pulley and the noise disappeared entirely.
