95 ford thunderbird egr valve code p1402 check engine?

I have 95 tbird code 402 check engine light is on was told by first owner it wouldn't affect anything it is now winter were I'm located the car will now shake bad left to right but eventually goes away after warming up good. The car will hesitate as if it has to think, it sounds muffled when accelerating as if it is pulling itself to go I literally have to step all the way on the gas to make it go when I slow down it gets worse. I noticed my exhaust pipes are acting as if it choking last week I was told it was the spark plugs replaced them issue right back still the same issue was told by shop I need a full tune (last option) tomorrow I will be getting a new egr installed any thoughts? Code402 is the only code I have if I replace this bad egr do you think it will run strong again. Please help
