1996 Ford Mercury Sable Undercarriage Problem?

This picture is from underneath a 1996 Ford Mercury Sable near the rear passenger side. Something has rusted and come loose. There is another piece like this on the other side towards the back of the car. We know the car is nearing the end of it's life-we are just wondering if anyone could tell us what this is?
