1995 Ford Thunderbird Lighting Issues?

I cannot make heads or tails of this. I recently bought this nice little 1995 Ford Thunderbird. The lights aren't the greatest so I decided to install a pair of fog lights so I can see a little better. I let my brother help me with this and he ended up splicing them to the turning signal light (Jesus Christ, this guy) and now my left signal doesnt work. It blinks very rapidly. But wait, there's more! The tail lights won't work unless Im braking and the instrument cluster lights also won't work. Its quite a big problem for me any input would be more than helpfull.
