Why are my brakes locking up on my 2006 Ford Focus while driving?

The calipers and brake pads have been replaced, but the brakes still lock up to the point of smoking wheels and the smell of burning metal. Also, when the brakes lock up the air conditioning blows hot air. It s very weird. Any ideas?
