Does Ford have a fuel economy problem?

I know the 1.0L is an exception but I've been reading from Ward's and elsewhere that ecoboost branded engines are not delivering the fuel economy promised and expected from small displacement aluminum block/turbo designs. The same is said of stated power output for several ecoboost engine models. Perhaps the savings is in emissions?
