Airbag did not deploy but light is on?

I just got a 2004 Ford Escape. So the panel on the passenger side is part of the way off, pretty minor and I was not in an accident. The airbags didn't deploy but the panel appears to have come loose and the airbag light will not turn off. Can this be fixed and is it expensive?
