I was in a car crash can I sue?

I was in a car crash it was marked as a total loss and there fault. There was some hospital bills only like 3k. The other persons insurances is paying for it and what not but the person that crashed in to me did not have a valid driver's license ( driving on a learners permit with out anyone in the car), ran a stop sign and did not clean all the ice off there windows to the point where the cops gave them a ticket for that to. I was wanting to know if there is anything I can sue?
Added (1). Just to add because I did forget to add it there insurances is only paying 5K for a 2015 ford fiesta as a total loss car had 5001 miles on it
