Is that true an exchange student is not allowed to buy a retired police cruiser?

I am an Asian exchange student living in Vancouver, B.C, Canada. I will be here for the next one year. Just need a reliable and comfortable car for cheap. My cousin drives Uber in China with a Lincoln Town Car licenced model Chinese version. He had 150k miles on it in 3 years. Running strong he told me to look for a Ford Crown Victoria. Same engine. Usually a retired cruiser. So i went to an used dealership. The salesperson told me none citizen like student can not buy a retired cruiser. He joked that cops might shoot me for pretending like them. I was upset. Why a cop would shoot me for a no reason? He said it's illegal to drive this with my immigration status. He suggested me to look for a BMW or a Honda. "when have you seen an Asian drives a retired police cruiser?" I thought he was lying; just by the way he said it. Is that true?
