99 ford expedition electrical problems?

I have a 99 ford expedition that recently stopped starting, knowing the age and how many miles were on it I assumed the fuel filter or pump went out since it wasn't getting fuel, so I replaced both, later to find out that the pump wasn't working right, and now the gauge cluster is all screwed up, whenever the battery is connected and electrical is used in some way the cluster relay clicks OVER AND OVER but sometimes if I put the ignition in the right position the clicking will stop and the buzzer will go off as if I had just put the key in the ignition Please Help!
