Whorling/ Swirling noise coming from 2008 Crown Victoria Police Interceptor. Help?!

I have a 2008 Ford Crown Victoria Police Interceptor. It is an EX State Trooper Car. When I drive it, the car makes a whorling/swirling kind of noise, it isn't loud like a wheel baring but you sure can notice the sound. Also it seems like when the two front tires fully rotate, they act like they (or one of them) are going into a small hole. Please help, this is driving me crazy.
