He's giving me mixed signals?

I met this boy through Instagram and he liked my stuff and I liked his so I dm'ed him and told him I thought he was cute we exchanged numbers. He's friends with my friends boyfriend so I know he's not fake or weird that's why I asked for his number. I always have to text first but he wants to hang but he has baseball and is busy right now. He likes the same things i do hunting fishing and sports. He said this summer we should fill up is ford and go skinny dipping in the bed of it but I don't understand why I always have to text first if he says stuff like this but doesn't text me first. I'm confused what should I do?!
