How to make a V4 engine faster?

I have a 1991 ford ranger. The engine was rebuilt so it only has about 65,000 miles. I love the truck but when i floor it it seems like im driving like a grandma. The only "performance" thing on it is a cold air intake. What can i do to add HP and increase response time? Ive cleaned out the throttle body intake and the mass air flow sensor and it helped a little bit it doesnt idle as hard now but i want speed! The fact the speedometer maxes out at 85 doesnt really help tho. Any suggestions?
