My '99 Ford Contour wont pass smog?!

My '99 Ford Contour wont pass smog?!
Added (1). Help! My '99 Ford Contour check engine light came on right when i need to get the car smogged. I took it to a smog check station and was told i was going to fail because of code:P1131 so he reseted it and removed the CE light and told me to do a few drive cycles a few times. I did the drive cycles 2x and went back, still nothing. Took it to another smog place and passed emissions but still failed and told me to drive for at least 300mi. I'm starting to feel like my car isn't going to pass.
