Bought a truck privately, but owner is acting weird?

I made a deal with a owner of a Ford F250, we agreed on a price. He said he might be able to meet today at the notary with him with the money and the truck. I talked to him, and he said that maybe Wed would work possibly, but he didnt respond after possibly. Now I called himx he didnt pick up and I texted him, so for nothing. This is sounding pretty shady. Anyone else have any details or similar stories with a possible out come?
